The Nairobi County Assembly has announced plans for a one-off waiver on rents worth Ksh. 224 million for tenants living in County controlled residential houses.

County Finance Executive Allan Igambi said the process of write off rent arrears owned by tenants in the county rental houses is ongoing in accordance with the Public Finance Management Act of 2012, Section 1589 (a) (c) and Nairobi County Tax Waiver Administration Act of 2013.

“The waiver will be written off the county books once the above process is complete as it is now in the final stages,” he said.

The County administration has compiled a list of the targeted beneficiaries pending publishing in the official gazette as per Section 6 and 8 of Nairobi City County Tax Waiver Administration Act of 2013.

The matter came to the floor of the assembly when a section of MCA’s sought an explanation over the persistent threats of evictions and harassment to tenants over the accrued rental arrears despite a waiver issued by Governor Mike Sonko in Aril last year.

The waived amount refers to Ksh. 224 million worth of rent accrued by tenants living in some 16,000 units of Nairobi County housing over a six-year period to April 2019, when the order was given.

The County finance chief, however, said the waiver will not include tenants with arrears beginning May 1, 2019.

He said County officials would cease the reported harassment when the process is complete.

The National Building Inspectorate (NBI), in March of this year began a series of demolitions measures to reduce the instances of building collapses in the country, especially in Nairobi, following repeated incidences of building collapses in the country. Data on collapsed buildings in the country since 1990 has revealed that Nairobi, Nyeri and Kitui had the highest frequency of collapsed buildings of all the towns in the country.

A recent report by NCA shows that demolitions had been conducted by the National Building Inspectorate in areas like Imara Daima, Zimmerman and Sinai prior to the period of heavy rainfall which saw the exercise halted.

In addition, the report shows that the demolition targeted illegal structures set up under high voltage power lines, next to the pipeline and along railway lines. Those affected have been provided alternative housing by the Kenya Railways Corporation through a project funded by the World Bank.

Over 5,000 structures had been brought down since the formation of the NBI in 2017. Last year, NBI demolished 34 buildings with others earmarked for demolition this year. Already Nairobi has seen a number of collapsed buildings this year, prior to the Inspectorates intervention, resulting in loss of lives under the rubble.

The National Building Inspectorate conducted an audit involving over 6108 buildings across the country which found that 654 buildings needed immediate testing while 2028 were unsafe for habitation. According to the audit, over half of the 2260 buildings evaluated in Nairobi’s estates were in utmost need of inspection.

The audit was conducted in areas such as Huruma, Pipeline, Umoja/Kariobangi, Thika Road, Dagoretti, Babadogo, South B, Nairobi West, Ruiru, Mathare, KahawaWest, Kiambu, Kitui, Kisii, Malindi, Mombasa, Mazeras and Kilifi. Buildings under power lines, temporary structures on Railway reserves, Pipeline reserves and KPLC Reserves were also included.

Notable areas where demolitions have taken place or are scheduled include Zimmerman, Huruma, Mathare, Umoja and Kariobangi.

The Inspectorate body noted that major reasons for problematic buildings include construction using weak materials, inadequate compacting and design flaws. Also, many buildings lacked essential facilities such as fire escape routes, sewerage and ventilation. Basically, such buildings are ticking time bombs.

Habitat for Humanity’s Terwilliger Center for Innovation in Shelter, BDO EA and Pangea have launched the ShelterTech 2018 program in Kenya which will provide support to working in the area of energy, water, and general housing construction technology.

The programme will work with 30 startups, helping them to grow their businesses, connect with mentors and advisors, and gain exposure to investors.

SheltetTech aims to facilitate housing markets in meeting the needs of the low-income households. It will focus on startups disrupting the housing industry with alternative building technologies that value resource conservation, improved access to low-income housing, or improve the quality and living conditions of people in underserved areas.

It will identify, nurture and accelerate Kenyan start-ups and growth-stage companies that create shelter products and services for the low-income household market.

The ShelterTech Accelerator Kenya brings together entrepreneurs, government, corporations and development partners in mapping out and showcasing innovation in improving access to shelter.

With over 94 applications from across Kenya, the program launch will provide a six-month acceleration program to the selected startups, giving them access to expertise, networks and the chance to win investment of up to US$50,000 into their business.

The ShelterTech Accelerator Kenya, is implemented by BDO East Africa in partnership with Pangea Accelerator, a Norwegian platform connecting African startups with international investment and expertise, and Strathmore University’s @iBizAfrica.

“The ShelterTech Accelerator Kenya will contribute to the government of Kenya’s affordable housing pillar that aims to have at least 500,000 affordable homes in all major cities while ensuring 350,000 people get jobs in the housing sector by 2022,” says Jane Otima, Habitat for Humanity’s Associate Director for Market Systems and Entrepreneurship.

This is ShelterTech’s African debut, following successful implementation previously in Mexico and currently in India. The program which is also supported by the IKEA Foundation and the Hilti Foundation, runs from November 2018 to May 2019.

Chinese conglomerate China Wu Yi is set to buy a 20-acre land in Kilifi County at a cost of Sh530 million, signalling the company’s intention to expand its manufacture of construction materials locally.

The multinational, in a statement, said it had authorised its local subsidiary China Wu Yi Kenya Park Investment &amp; Development Co to purchase the land.

Acquisition of the land comes soon after China Wu Yi started the construction of a Sh10 billion housing materials plant in Athi River, with the local investments coming after the multinational bagged major private and public sector construction tenders.

The Athi River plant is expected to be completed this year, producing pre-cast construction materials that will also be sold to other construction firms. The multinational is putting up the plant through its locally incorporated subsidiary China Wu Yi Precast (Kenya) Company Limited.

The project, on 30 acres land off Mombasa Road, will include a pre-cast elements plant, a display area, warehouse and a construction material supermarket which will introduce construction materials from China effectively making it a one-stop shop for construction materials in the country.

State Department of Housing and Urban Development PS Polycap Hinga recently announced on his twitter handle that the blue print for Nairobi’s Railway City is ready for implementation.

Railway city, will be established in the heart of Nairobi surrounded bordering industrial area to the South and the CBD to the north, on a 172-ha piece of land including 118 ha of land belonging to Kenya Railways.

The city which is meant to expand and revitalize Nairobi’s CBD, will host a new central railway station designed to be a multi-modal hub within the CBD. The new station will ensure a seamless connection among Commuter rail, 3BRTs, Airport Limousine, City bus, and Bicycles. Railway City is designed to link to Nairobi’s traditional CBD via Moi avenue.

According to the blue print, Nairobi Railway city will host multi-modal transit stations, mixed use/commercial buildings, international offices, SME cluster and high-tech industry buildings, residential buildings, community and government buildings, rich open space and plazas, and powerful non-motorized/pedestrian walkways.

The proposed city transportation plan will integrate various transportation plans including mixed traffic carriage ways, bus lanes, pedestrian walkways, pedestrian corridors and cycle lanes. In the new plan, rail transport will make up to 16% of the transport facilities provided in the city while walking facilities will still be the highest (45.8%).

A rail system will ease congestion on links around the Railway City, especially Uhuru Highway, Haile Selassie Avenue, Landhies Road according to the plan.

Railway city company, the chief developer, will be responsible for ensuring an appropriate spread of essential social facilities across the city. The city is projected to host a residential population of 27,534.

Implementation of the plan is estimated to cost about KES 27.9 billion for putting up the infrastructure for the railway city which will include landscaping, roads &amp; pavements, railway infrastructure, water supply, sewerage systems, telecommunications and power.

The implementation plan is projected to take 20 years and is divided into three phases. Phase one involves developing basic infrastructure (2020-2030), phase two for activation of the city’s economy (2030-2035), and phase three which will allow for spontaneous development following planning and development guidelines.

‘The city is designed to be a new central economic zone, Integrated multimodal hub, Green TOD with iconic urban space,’ says the draft report presented to MCAs at a workshop in May 2019.

Railway City to Brace Nairobi’s CBD

Kenya’s warehousing market is projected to exceed USD 700 million by 2023 according to Ken Research. The country should consider building more Inland Contained Depots to account for the shift in cargo handling form the Coast to Nairobi, an SGR driven move.

The research foresees congestion at Nairobi’s ICD, a problem for port authorities and logistics firms. Such a difficulty could create inefficiencies for supply chains that depend on the facility, and ultimate customer dissatisfaction.

In a measure, the Nairobi County government has announced plans to reduce levies for foreign investors as it seeks to transform the city into a global investment destination. Kenya has also promised global investors facilitation to acquire land for setting up SEZs. The SEZs will be established in Mombasa (including Dongo Kundu Free Port), Lamu and Kisumu.

Accounting for the International Trade Agreements, bilateral and free trade agreements with various countries, along with involvement in initiatives such as COMESA, ACP, AGOA and the recent Pan-African Trade act (AFCTA), the research foresees a substantial improvement in trade.

These could accelerate demand for industrial property over the next few years which could make for a boom in logistics property. Already, there’s not enough quality warehousing space to enable firms move things around according to industry sources. Modern warehousing in Kenya is largely underdeveloped since the country’s logistics industry is still at the growth stage.

Analysts at <span style="color: #ff6600;"><a style="color: #ff6600;" href="https://www.kenresearch.com/automotive-transportation-and-warehousing/logistics-and-shipping/kenya-warehousing-market-outlook/248566-100.html">Ken Research</a></span> in their latest publication “Kenya Warehousing Market Outlook to 2023 – By Closed Normal, Open Yard, Closed Ac and Cold Storage; Contract and Owned Warehousing; Industrial Warehouses, ICD and Cold Storage” believe that the Freight Forwarding market in Kenya is expected to grow due to increasing foreign trade, market entry of international players and the booming horticulture industry.
